Furthermore, a pandemic constitutes a threat to the security of the state; the coordination shared between the State and the Regions and the coordinated management guarantee the harmonization of the measures that will be undertaken. In this scenario, biocontainment is a component of biological risk management that aims to confine an infectious organism in order to reduce potential exposure to third parties. For a management system of a subject with high biocontainment to be virtuous, it needs three characteristics: Security (treatment of patients) – Surety (reliability, guarantee of operation in a very complex and critical environment) – Safety (protection of operators). The materials have been present in the logistic cycle of the Italian Armed Forces since 2007 and in particular are already supplied to the Italian Navy.

These containment systems and all related components are identified with NATO Stock Number (NSN) or each refueling item is inventoried and the continuous availability of spare parts, assistance and maintenance as well as interoperability with all I countries are guaranteed. The materials are the fulcrum of the training actions of biocontainment teams on the management techniques of subjects with certain or suspected carriers of critical infected and diffusive forms, of which they represent the dedicated structures for both field and sedentary biocontainment and bioexclusion, according to operational protocols already validated by the Ministry of Defense. There is also an already consolidated doctrine of employment, associated with training and certification formulas for technical operator personnel. To this end, INMM® has created a specific training course aimed at all operators who, for various reasons, are involved in the management of biocontainment procedures, called HEALTH BIOSAFETY TRAINING.

The materials and all related components are identified with a NATO Stock Number (NSN), it means that each supply item is inventoried and guaranteed in non-stop availability of spare parts, service and maintenance; and interoperability with all countries of the North Atlantic Treaty Organization.

The materials are the focus of biocontainment training for teams in the management of certain or suspected carriers of infected and diffusive critical infections, of which they represent the dedicated structures for bio-containment and bio-exclusion both temporary and permanent, according to operational protocols already validated by the Italian Ministry of Defense.

The materials are a guarantee for operations by a pool of highly trained people and qualified materials that allow to quickly start working in teams and to give a faster response and organize containment activities in case of infectious emergencies and pandemic.

The is a doctrine of good practice is already consolidated, combined with training formulas and certification of personal technical operators.

It is a large-scale system that has been instrumental in the full criticality of the COVID emergency for the civil and military sector.

The above, declares Dr. Ulrico Angeloni, medical director at the Ministry of Health, general direction of prevention is also the result of those who, with foresight, have interconnected several institutional actors who have created a national system that today allows a prompt response even for pandemic events. This arises in particular from the inter-institutional synergy between the armed forces and the civilian world. Specifically, the Italian Armed Forces and the USAMF SASN staff of the Ministry of Health over the years have demonstrated efficiency and professionalism also in the management of Medevac complexes in high bio-containment, in critical infrastructures.
